Rules are written for non-GCC foreign nationals. GCC citizens (Bahrain, Kuwait, Qatar, Saudi Arabia, UAE) enter visa-free; 100+ listed nationalities qualify for the 14-day visa exemption (Philippines added in 2026, Armenia under a mutual arrangement), while a "second group" of nationalities (e.g. India, Egypt, Jordan, Morocco, Vietnam) qualify only if they also hold residence/a valid visa for the US, UK, Canada, Australia, Japan or Schengen, or are GCC residents in an approved profession.
