Rules are written for non-Rwandan foreign nationals generally; citizens of EAC member states, the African Union, the Commonwealth and La Francophonie get free or visa-on-arrival entry, while all other nationalities can still obtain a visa on arrival or online.

- Tourist
East Africa Tourist Visa (multi-country)
90 days, multiple entry within Rwanda, Kenya and Uganda

- RecommendedNot required. Travel/health insurance recommended.
- Good for
- Tourists who want to combine Rwanda with Kenya and Uganda on one visa, entering through any of the three countries.
- Requirement
- Passport valid at least 6 months; apply online or at a Rwandan mission. Fee approx USD 100 (verify). Must remain within the three member countries to keep the visa valid.
- Business
Business Visa (T7)
Up to 90 days, multiple entry (verify exact validity)
- Insurance
- RecommendedNot required. Health/travel insurance recommended.
- Good for
- Prospective investors, entrepreneurs or traders visiting Rwanda to explore business opportunities (not for taking up employment).
- Requirement
- Passport valid at least 6 months and supporting business documentation; apply online via IremboGov, at a Rwandan diplomatic mission or immigration office. Work/employment is not permitted on this visa.
- Work
Work / Employment Permit (temporary resident permit, e.g. E, H, Q, N classes)
Typically 1 to 3 years depending on class (e.g. Q1 ~1 year, H/E ~2-3 years), renewable

- RecommendedNot required officially. Employed residents typically enroll in Rwanda's health scheme (Mutuelle/RSSB) or employer cover; private health insurance recommended, verify.
- Good for
- Foreign nationals taking up employment in Rwanda — skilled workers on the occupations-in-demand list (H), multinational/regional company staff (Q), government/institution contractors (E), NGO staff (N) and others.
- Requirement
- Employment contract, employer recommendation, academic certificates, CV and police clearance from previous countries of residence; applied for in-country via IremboGov, processed by DGIE. Fees vary by class (approx 50,000-150,000 RWF).
- Study
Student Permit (U1) / Study & Research permit
Valid for 1 year, renewable for the duration of studies
- Insurance
- Recommended/ verify. The official permit page does not list it, but several immigration guides state proof of valid health insurance is required for student applicants — confirm with the institution and DGIE.
- Good for
- Foreign nationals enrolled for full-time study at a recognized Rwandan institution (U1); related categories cover occupational trainees (U2) and researchers (H7).
- Requirement
- Passport valid at least 6 months; acceptance/recommendation letter from the institution, sponsorship/financial-support letter, police clearance if 18+; applied via IremboGov. Fee approx 20,000 RWF.
- Residence
Residence Permit — Temporary, Permanent & Investor (A-1/B-1)
Temporary permits typically 1-2 years and renewable; permanent residence is open-ended (specific qualifying criteria not published — confirm with DGIE)
- Insurance
- RecommendedNot required officially. Long-term residents typically join Rwanda's health insurance scheme (RSSB/Mutuelle) or hold private cover; recommended.
- Good for
- Foreign nationals settling long-term in Rwanda: investors and entrepreneurs (e.g. A-1 mining, B-1 agriculture), long-stay residents and those eligible for permanent residence. DGIE issues both temporary and permanent residence categories.
- Requirement
- Application made after arrival in Rwanda (15-day grace period); valid passport, application letter, photos, police clearance and category-specific evidence (e.g. investment proof, often via Rwanda Development Board). Investors advised to arrange a DGIE field inspection. EAC citizens pay no residence-permit fee.
- Transit
Transit Visa (VT)
Up to 72 hours, single entry

- Good for
- Travelers passing through Rwanda en route to a third country.
- Requirement
- Passport valid at least 6 months, confirmed onward booking to a third country and valid documentation for onward entry; apply online or on arrival. Fee approx USD 30 (waived for visa-exempt nationalities). Work and change of status not permitted.

Whatever route you take into Rwanda, your entry stamp never includes health cover. Many longer-stay visas also require proof of insurance before they’re granted. That part is on you — and it’s what we actually do.
