Rules are written for non-CIS foreign nationals who require a visa; eligibility for the ASAN e-visa is limited to citizens of an approved list of countries, and CIS nationals plus a few visa-exempt states may follow different rules.

    Single-entry typically up to 30 days within a 90-day validity; multiple-entry options reported for longer/repeated stays (verify).

    Good for
    Foreign nationals travelling for meetings, negotiations, conferences and other short-term business activities.
    Requirement
    Invitation letter from the Azerbaijani host entity (or, for multiple-entry, via the Ministry of Foreign Affairs) stating purpose, dates and host, plus valid passport.

    Work Permit + Temporary Residence Permit (Employment)

    Typically 1 year, renewable; work permit and temporary residence permit run for the same period and are applied for together (verify).

    Recommendedfor the work permit stage; a residence permit application requires medical insurance recognized in Azerbaijan.
    Good for
    Foreign nationals taking up employment with an Azerbaijani employer (other than holders of permanent residence or exempt categories).
    Requirement
    Employer must justify hiring a foreigner (labour-market test); approval process reported at approx. 10-20 business days. 'Highly qualified' specialists (points-based, status valid ~5 years renewable) may be exempt from the work permit but still need a residence permit.

    Student (Education) Visa + Temporary Residence Permit

    Education visa valid approx. 3 months for entry; temporary residence permit then granted for 1 year, renewable for the duration of studies (verify).

    Required— students must hold a valid medical insurance policy recognized in Azerbaijan as part of the visa/residence permit documentation.
    Good for
    International students admitted to an Azerbaijani university or educational institution.
    Requirement
    University admission/invitation letter, proof of financial means, health certificate, and application for a temporary residence permit at least ~1 month before the visa expires.
  • Residence

    Temporary Residence Permit (Long-Stay / Family / Business)

    Generally granted for up to 1 year and renewable (verify); continuous residence builds toward permanent residence eligibility.

    Insurance
    Required— applicants must obtain medical insurance valid and recognized in Azerbaijan.
    Good for
    Foreigners residing in Azerbaijan on grounds such as employment, study, business activity, investment, medical treatment or family reunification.
    Requirement
    A legitimate long-stay ground, valid passport, adequate financial means, clean criminal record, and recognized medical insurance; applied for through ASAN / State Migration Service.
  • Residence

    Permanent Residence Permit (incl. Investor Route)

    Valid for 5 years and extendable for a further 5 years (verify).

    Insurance
    Required— applicants must hold medical insurance recognized in Azerbaijan.
    Good for
    Long-term residents, family members of citizens/residents, and qualifying investors seeking to settle permanently.
    Requirement
    Generally requires approx. 2 years prior continuous residence and basic local-language knowledge; investor pathways reported (e.g., economy investment from approx. AZN 500,000, real estate from approx. AZN 200,000, bank deposit from approx. AZN 200,000 — verify current thresholds).
  • Transit

    Transit Visa

    Up to 5 days within a 30-day validity period; issued for single or double entry (verify).

    Insurance
    RecommendedNot a stated requirement; short-trip travel insurance recommended.
    Good for
    Travellers passing through Azerbaijan by air, rail or other transport en route to a third country.
    Requirement
    Proof of onward travel to a third country and, where applicable, a visa for the onward destination; valid passport.
